Insight led a team that provides project-level Traffic Forecasts to the North Carolina Department of Transportation (NCDOT) Transportation Planning Division (TPD) office through their Limited Services Contract with NCDOT.
For each traffic forecast work order, Insight reviewed the collected data and AADT conversion, provided guidance for the base year no-build estimate, reviewed the TransCAD model, reviewed and provided guidance for the future year no-build and build forecast, addressed comments, and led the delivery of the completed traffic forecast report.
Thus far, Insight has provided forecasts for the following projects through the limited services contract.

As part of a study concerning the replacement/conversion of the Jacksonville Skyway, an automated people mover, Insight will conduct traffic operations analysis and future demand forecasting to support the alternatives analysis for the Skyway. Jacksonville hopes to adapt the existing Skyway monorail infrastructure to integrate with an existing Autonomous Vehicle (AV) pilot by converting the existing Skyway Infrastructure into an elevated roadway for AVs. However, before the project could be scoped, Jacksonville needed to know more about the transportation demand or transit ridership potential along the corridor to help define the scope of the Skyway rehabilitation and expansion phase (prior to a full Project Development & Environment (PD&E) phase). Insight is applying its expertise in traffic and transit demand forecasting. Insight will model the impacts of changes in transportation technologies on street-level automobile delay through traffic operations analysis. The traffic analysis is being conducted in SYNCHRO and will include existing, no build and a few build scenarios.
As a result, the client will be able to clearly and rigorously identify the mobility trade-offs between different alternatives and appropriately scope further PD&E work.

Insight provides modeling and traffic analysis support to its public and private clients to support land development projects. These include trip distribution, traffic impact studies and traffic forecasting projects.
With our strong data analytics capabilities, we can use big-data sources and other traffic data to identify traffic patterns and congestion conditions. We have in-house travel demand modeling capability, including multiple servers that can run sophisticated travel demand models, to address can address more complicated demand issues.
We have worked on traffic forecasting projects for FDOT, NCDOT and FHWA and have expertise in major traffic software licenses such as HCS, Synchro, and VISSIM.

Insight is leading an effort for the Metropolitan Council to evaluate the accuracy and robustness of long-range traffic forecasts. This project builds on decades of traffic forecasting research and marks the third regional forecast accuracy assessment conducted in the Twin Cities, and the first to incorporate the methodological advancements from the National Cooperative Highway Research Program (NCHRP) Report 934.
The objective of this work is to assess the reliability of past traffic forecasts, improve modeling procedures, and develop tools to better communicate forecast uncertainty to planners and decision-makers. The analysis will enhance both the Met Council’s and Minnesota Department of Transportation’s (MnDOT) understanding of how forecasted and actual traffic volumes have aligned over time, providing a critical foundation for future infrastructure planning. The key activities are described below:
This study provides the Met Council with a highly defensible and transparent record of forecast accuracy, strengthens the credibility of travel demand models in future decision-making, and equips planners with tools to explain and manage forecast uncertainty in public and interagency settings. Insight’s leadership in this project showcases its unmatched expertise in travel demand model evaluation and its ability to merge technical rigor with actionable, policy-relevant recommendations. The methodologies and tools developed will be scalable for use by MPOs and DOTs nationwide.
Services Provided: Traffic Intersection Analysis, Travel Demand Model Application
Insight developed traffic forecasts for the 4-mile segment of US 1 in Miami Dade County to support a traffic analysis which assessed both vehicular and pedestrian crossing access along and across US-1 from SW 27th Avenue to SW 72nd Street. Insight provided recommendations to maximize the capacity of this corridor via multimodal and/or roadway improvements. To estimate future traffic levels, the traffic projections utilized both historical growth rates and SERPM (travel demand model) growth rates to estimate future traffic levels.
The historical growth rates were based on the FDOT traffic counts database between 2010 and 2019. The 2015 and 2045 results from the SERPM model were used (after a quick review of SERPM in the corridor was performed for reasonableness). The resulting forecasts helped inform traffic analysis for the intersections along the corridor.
In addition, the travel demand model was used for concept evaluations, testing the effects of traffic pattern changes due to additional signal locations and new turning movements.

Insight is part of a consultant team that is providing general planning support services to the Metropolitan Atlanta Rapid Transit Authority (MARTA). Insight leads the travel demand modeling work, provides service planning support, helps in identifying travel markets that have a high potential for transit usage, assists in Capital Investment Grant (CIG) analysis, travel data analysis services and supporting traffic and transit studies as needed by the team.
Insight assisted the team in Bus Only Lanes Study. Insight supported MARTA in identifying preliminary corridors for potential bus-only lanes. Traffic counts were analyzed in key corridors where bus routes did not meet MARTA’s minimum on-time performance standards. By integrating current and projected traffic volumes from ARC’s ABM with traffic count data, Insight developed Level-of-Service (LOS) estimates for these corridors for AM and PM peak periods. The LOS estimates for the corridors were developed for existing conditions, 2040 and 2050 horizon years. These LOS estimates played a crucial role in identifying preliminary corridors for potential bus-only lanes.
