Twin Cities Systemwide Transit On-Board Survey

The Minneapolis – St. Paul Twin Cities Metropolitan Council (Twin Cities) conducted a system-wide survey of transit riders within its service region. The survey was conducted in 2022 on Minneapolis Metro (METRO) and Minnesota Valley Transit Authority (MVTA) systems. This was one of the first systemwide on-board surveys in the US representing the post-COVID travel patterns.

Insight assisted the team in performing a secondary expansion of the survey to better reflect the park-and-ride (P&R) access travel market. Based on the survey-independent datasets provided by Twin Cities Metropolitan Council, secondary expansion was performed on the P&R routes. The P&R boardings and non-P&R boardings are adjusted to match the observed P&R vehicle counts. The secondary expansion was validated by comparing the ridership comparison before and after the secondary expansion and decomposition analysis of the transit trips.
