Broward County Transit – FY24-FY33 Transit Development Plan

Insight Transportation Consulting Inc. (Insight) is part of a consultant team that is providing transit planning support to Broward County Transit (BCT) for its 2023 Transit Development Plan (TDP) Major Update, per Chapter 14-73.001, Florida Administrative Code (F.A.C.). 

The TDP will provide BCT a 10-year road map for the development of transit services and capital improvements in light of penny tax initiatives and BCT’s premium transit vision plan, named PREMO. The TDP serves as a planning, development, and operational guidance document, based on a ten-year planning horizon and covers the year for which funding is sought and the nine subsequent years. The TDP will identify policies and strategies for achieving BCT's goals and objectives and present a ten-year program for their implementation. It identifies transit needs and develops and screens alternative transit solutions under both financially constrained conditions as well as supportive of future funding initiatives. 

Insight is assisting the team in the following areas:

• Compiling socio-demographic, transportation & transit data & conditions 
• Conducting an existing transit service performance assessment, trend analysis, and peer review analysis
• Developing sampling plan, questionnaire design, and assisting in administering Transit On-Board Survey
• Completing the Situational Appraisal
• Participating in Advisory Review Committee Meetings
• Estimating transit demand and mobility needs 
• Identifying needs for transit service and developing alternatives
• Developing farebox recovery report
• Preparation of the 10-Year TDP Major Update
