Mahmoud (Max) Raoufi, P.E., PTOE

Mahmoud (Max) has 17 years of experience in transportation and traffic modeling. He is a seasoned traffic engineer specializing in large-scale simulation models, detailed regional models, dynamic traffic assignment (DTA), and matrix estimation. He also possesses strong skills in programming, data analysis, and statistical modeling. He is also an experienced PTV Certified Trainer for their core traffic software (VISUM, VISSIM, VISTRO, and VISWALK), demonstrating his deep expertise and ability to effectively convey complex methodologies to industry professionals.

His contributions span a wide range of organizations, such as the Central Texas Regional Mobility Authority (CTRMA), DOTs, cities, and private companies. His impactful work includes the MoPac South and US 183 North Express Lanes for CTRMA, the San Antonio Advanced Rapid Transit study for VIA, the San Antonio International Airport System Strategic Development Plan, numerous major interchange projects for TxDOT, and the Traffic Impact Analysis for the Tesla Giga Factory Texas.  Additionally, he supported demand modeling efforts for MnDOT's Rethinking I-94 and the Mesa Grande Drive extension in Las Cruces. 

Max holds master's degrees in Transportation from New Jersey Institute of Technology and Iran University of Science and Technology, and a bachelor's degree in Civil Engineering from Jundi Shapur University. His certifications include Professional Engineer (P.E.) and Professional Traffic Operations Engineer (PTOE).
